This is the second year the newspaper has presented the award, which is meant to recognize somebody whose work has made a significant impact in our community.
Pollard began life as Heather Welch, a Canadian citizen. Her father served in the Royal Canadian Air Force, and was transferred among different cities in Canada, including Edmonton in Alberta and Ottawa, the nation's capital. In the early s, her dad was stationed in England because of the North Atlantic Treaty Organization.
She, her brother and her mother joined him for about a year and became entrenched in day-to-day English life, even down to the wearing of itchy wool socks. Rationing of fuel, sugar and other goods was commonplace. And Canada was a member of the British empire. For those reasons, Canadians received a warm welcome in England. The move wasn't disruptive, she said, because "when you're young, everything is a bit of an adventure.
Canadians lost a lot of troops in France. While some countries had begun to recover from the physical destruction that had taken place during World War II, others had not. Pollard recalled being shocked upon seeing bombed-out buildings in cities in Germany. As children, she and her brother didn't fully understand what had happened, but she said her parents would explain the things they saw. On one trip, her family camped out on a beach in Barcelona. During Christmas holidays, they'd attend theatrical productions in London.
Army officer. Pollard had grown up in a military family and was accustomed to moving frequently. So her marriage to an American Army officer was a continuation of that on-the-go lifestyle. To her, it was the norm. Pollard retained her Canadian citizenship for a while. Her husband's commander advised him that Pollard should become a U. Pollard, who had a young child at the time, said she didn't want have to go to the Canadian embassy in the event of an emergency, while the rest of her family went to the American embassy.

Last year, dignitaries marked the 10th anniversary of the re-opening. The structure has become one of a few key focal points of the city's downtown revitalization efforts. In , Pollard retired from the arts council. But the next year, she took an unpaid job as executive director of Las Cruces Downtown, the organization that had formed to push for revitalization of the city's center after decades of blight.
A portion of Main Street in the city's downtown was closed off as part of an outdoor pedestrian mall that had been established as a result of Urban Renewal efforts of the late s. And business activity was slim. She didn't know Pollard at the time, but they soon became acquainted when Smith doled out committee assignments. Pollard has had a penchant over the years for taking on difficult projects, especially those involving fundraising.
Pollard and her husband, who had military connections, were influential in the National Guard deeding a location on Walnut Street — a former armory — to the city. Both she and Pollard served on the La Casa Inc. She rehashed a laundry list of problems with the old facility, including a broken window in the bathroom, a floor that sagged in the bathroom, a too-small kitchen, and no play equipment for children.
By the end of the meeting, commissioners had awarded the funding, she said. The La Casa funding passed , he said. Pollard agrees that a source of inspiration for her interest in arts and historical preservation was her youth spent in Europe. My dad coached hockey. My mom was always really involved with PTA. In addition, Pollard said that, aside from her abilities in taking on large projects, she doesn't have any particular talents. I don't golf," she said. Montana Ave. More than a decade after the center's establishment, Pollard became involved in another major undertaking. We owed five banks. The idea for The Emporium, a nonprofit antique shop, was born. We didn't want a thrift store because there's lots of nice thrift stores in town, so we opened this place. At the Emporium, the items for sale are all donated, and staff donate their time, as well.
The proceeds go to hospice care. Pollard said her involvement in the hospice efforts, along with teaching the Sunday School class, have brought her the most satisfaction of the many projects she's had a hand in. Yet another effort that Pollard has been engaged in is the restoration of the historic Amador Hotel in the city's downtown. A former property of the county, it was transferred to the city about a decade ago. But the structure is in need of repair.
Pollard said that project has been the most challenging to raise funds for because it rose to the forefront just as the economic recession hit and money became scarce. The building is owned by the city, but the nonprofit Amador Hotel Foundation raises funds to benefit the project.
Pollard chairs the board. In addition to state appropriations made to the city for renovations, the foundation has garnered private donations. The Amador Hotel is slated to become an events center, educational center and tourist attraction. In the time she's not volunteering, Pollard said she enjoys water aerobics, needlepoint, reading books and watching movies.
